Exposing Harry Reid’s “Black Budget” UFO Program, CIA Disinfo Ops
For decades CIA Scientist Dr. Ron Pandolfi has manipulated UFO researchers in a disinformation campaign designed to influence and confuse the public about the subject of UFOs and scam investors out of their money.

On December 16, 2017, the world’s most prestigious newspaper, the New York Times (NYT), published a shocking story titled “Glowing Auras and ‘Black Money’: The Pentagon’s Mysterious U.F.O. [sic!] Program.” Written by not just one, but three journalists — Helene Cooper, Ralph Blumenthal and Leslie Kean, their expose revealed the stunning news that the U.S. Defense Intelligence Agency (DIA) inside the Pentagon’s “C” Ring in Washington DC, was running a secret “Black Budget” funded operation called the Advanced Aerospace Threat Identification Program (AATIP). In short, its mission was to collect and study reports of encounters and alleged physical evidence of purported UFOs.
“This was so-called black money,” former Senate Majority Leader, Democrat Senator Harry Reid, admitted to the NYT. Reid should know, since it is he who decided to waste millions of dollars in taxpayer money spending it on this loopy escapade. Reid’s idea to open up this UFO related program, wasn’t even his own. Instead, he boasts that it was his longtime friend and campaign donor, billionaire developer Robert Bigelow, who actually approached him with this plan. Reid says that after agreeing to Bigelow’s idea, he later met in secret “in a secure room in the Capitol” with two of his fellow Senators, Republican Ted Stephens from Alaska and World War II combat hero and Medal of Honor recipient, Democrat Senator Daniel Inouye of Hawaii. “Stevens knows about it, Inouye knows about it. But that was it, and that’s how we wanted it,” Reid explained, trying to somehow ‘justify’ why it is that he would then give his donor and longtime friend, Bigelow, nearly $22 million dollars in taxpayer monies over a period of five years from 2007–2012 to “study UFOs.”
Aliens
The question now becomes: What could any private citizen, even a Robert Bigelow, possibly tell the Pentagon about “aliens” who are supposedly visiting the Earth that the U.S. government (or at least one or more of its agencies) doesn’t already know? After all, if “aliens” are indeed buzzing about in our atmosphere in what people popularly describe as “flying saucers,” surely the Air Force, CIA, NRO, NASA, NSA, Pentagon, DIA or some other three lettered agency would know all about this, since it would be pilots and other personnel who would see and report them; sophisticated equipment such as RADAR, satellites and aircraft would track them. Obviously, no private citizen, not even one as rich as Bigelow, has such rival resources neither nationally, globally, nor in space to compete with the U.S. Government. What Reid did was give one of his closest friends tens of millions of taxpayer dollars for no logically justifiable reason.
“I’m not embarrassed or ashamed or sorry I got this thing going. I think it’s one of the good things I did in my congressional service. I’ve done something that no one has done before,” Reid boasted.
Reid has been interested in UFOs since at least 1989, according to Las Vegas based Journalist and TV broadcaster, George Knapp, whose conversations with Reid about them date back nearly 30 years. “If China, Russia, Japan, other countries are doing this [studying UFO reports] and we’re not, then something is wrong because if the technology, as described and the way people see this movement [of the object] took place in anything we have available to us, it would kill everybody. They couldn’t withstand the G-forces. Something sitting there, whom, down it goes,” Reid told Knapp in an on camera interview on December 19, 2017.
“Are you glad the story is out?” Knapp asked Reid.
Reid: “I’m very glad, because now we have scientific evidence.”
“Scientific Evidence”
According to the NYT expose, “Under Mr. Bigelow’s direction, the company [Bigelow Aerospace] modified buildings in Las Vegas for the storage of metal alloys and other materials that Mr. [Luis] Elizondo and program contractors said had been recovered from unidentified aerial phenomena. Researchers also studied people who said they had experienced physical effects from encounters with the objects and examined them for any physiological changes. In addition, researchers spoke to military service members who had reported sightings of strange aircraft.”
Knapp also writes that, “At its peak, the study had 46 scientists working at the Nevada facility, writing reports and analyzing data that came in from the military. Rapid response teams were dispatched to the scene of UFO events. Over five years, the project cost a total of $22 million. it wasn’t a money maker for Bigelow.
“I’m sure the reason it helped is that he [Bigelow] gave the best cost. He was willing to build the infrastructure and build everything on his own because he liked the topic,” Reid says.
We are now starting the second year since Harry Reid made his ‘UFO disclosure’ remarks to the public. So just exactly where is all of this “scientific evidence” that he speaks glowingly of so that the public and media can independently examine it? In reality, it almost certainly doesn’t exist. Who are these alleged “46 scientists,” and what are their names? Where are their reports? Most importantly, if Reid and his ilk really “wanted to know about UFOs,” why didn’t they just ask the different relevant government entities for answers? Obviously, for decades the Pentagon has openly collected UFO reports from pilots and other military personnel. There is no known evidence that Reid bothered to do this, taxpayer money need not have been spent. What Reid did demands investigation and accountability as per laws.
“For nearly the next decade, I ran sensitive aerospace identification program focusing on unidentified aerial technologies, it was in this position that I learned the phenomena [aliens visiting Earth] is indeed real,” claims Luis Elizondo, a career Intelligence Officer who led the Pentagon’s UFO program. Elizondo has since resigned his position, but claims a successor was appointed. If true, this means that the study of UFO reports via an official project (taxpayer funded) continues.
The questions now become: Why didn’t the NYT demand to see the “physical evidence” of these supposed “alien artifacts” purportedly “recovered” from a UFO, and those “special facilities” that were created to house and study them? How many of these “46 scientists” did the NYT bother interviewing? Even the influential NYT must not be allowed to get away with saying words to the effect that aliens are real and visiting Earth, there’s even special facilities to house artifacts from them, paid for by U.S. taxpayers using “Black Budget” money — Have a nice day! How could the NYT and the rest of the media outright miss the most obvious point here, that whatever “evidence of aliens” either Reid’s group, the Pentagon, any branch of the government, even the materiel Bigelow supposedly has if it was from the military as Reid claims, this all belongs to the American people. The same is true for the official autopsy files and photos of JFK’s autopsy after his assassination. They were paid for by the U.S. Government, ergo the American people. Where is all of this “UFO evidence” which rightfully belongs to every American citizen, since their tax money paid for it?
The “Aviary”
One of the most widespread myths in today’s popular culture concerns the existence of an imaginary group of “secret operatives” who are connected in various ways to the “secret UFO cover-up and/or disclosure disinfo initiative” that has long been underway by the U.S. Government. Invented by original Roswell Incident book author William L. Moore and his partner, Jamie Shandera, Moore personally told this writer about a secret group called “The Aviary” in February 1982 when he came out to my house to clandestinely inform me of its existence and invite me to join it! Moore explained that the idea of assigning “code names” to various “operatives” in this secret group originated from the movie the Falcon and the Snowman. I never saw this film, but understood the connection. Shandera claims, “We wanted the information but didn’t want to reveal where we got our clues. To maintain anonymity, I gave Bill’s source the name ‘Falcon’, the next source we used we called ‘Condor’ and so on until we had 24 contacts from all levels of the government. It was my idea to use bird names.”
Speaking of birds, “Falcon” or “Sparrow” (depending on whom you believe, purportedly Richard Doty of the Air Force Office of Special Investigations) sent Moore (according to him) to try to get me to turn over an alleged movie film of a “UFO” that was filmed by a witness, whose name I later learned was Dorothy Izaat, who claims to see (and film) “UFOs” on a regular basis. After analyzing her imagery, I never found it to be credible.
As I wrote in my expose book back in 1997, The Roswell UFO Crash: What They Don’t Want You To Know (Prometheus Books/Bantam/Dell Books 1997/2000), if Moore was working on behalf of government agents, whether they were on official assignment or had gone rogue, I wanted nothing to do with this. I would never speak to Moore again if this was true, even if the supposed “reward” were kernels or tidbits of truth.
Yet agencies such as the CIA and DIA have used the subject of UFOs as both a cover story for secret operations as well as to shrewdly manipulate public opinion. One of the most active individuals who has been ‘playing’ UFO researchers and the public for decades is Dr. Ron Pandolfi, (Aviary code name “Pelican” according to lore) who worked the CIA’s “Weird Desk” for years, and now stands exclusively exposed in this investigation as being the key culprit behind an elaborate scheme to not only further manipulate public opinion, but outright scam investors out of money. Pandolfi has been linked to the CIA’s Directorate of Science and Technology, which oversees targeting, technology and tradecraft, which means methodologies, skills, and training.
Obviously, Pandolfi is either operating under official orders, or on his own, or both. It is now time to find out and expose whatever the truth is. Regardless, Pandolfi has no right to break the laws.
Kiviat vs Pandolfi
Robert Kiviat is a longtime veteran TV producer whose career spans several different top American TV networks such as NBC and FOX. This writer has known Kiviat since the 1990s, in fact my first TV appearance on FOX was on a segment he produced for the series [e]ncounters where I debated Jim Dilettoso of the Billy Meier UFO cult and exposed it. Ironically, it was Bill Moore who passed on Kiviat’s message to me that he wanted to talk. A few years later, I worked with Kiviat again on his highly acclaimed one hour FOX TV special, World’s Greatest Hoaxes: Secrets Finally Revealed, where the top so-called “paranormal” mysteries were exposed: Bigfoot, Loch Ness Monster, the “Alien Autopsy” film hoax, and the Meier UFO cult. Never before on a major TV network had these top overhyped “mysteries” ever been exposed before.
“When the NYT published in December 2017 that videos from the government showed potential unidentified aircraft outrunning our military’s fastest jets, I immediately wondered if this could be some sort of government ops or disinformation,” explained Kiviat in an exclusive interview.
“I had become aware of something called a ‘limited hangout,’ where the CIA specifically, would put some information out about UFOs that could be true, and other information that was patently false. Just such information was coming from Ronald Pandolfi, and because of his affiliation with the ‘Weird Desk’ at the CIA, I wondered if he could be involved in this release of videos and other alleged ‘alien’ evidence.
“But mostly, because I had been investigating the latest anti-gravity research developments, I was amazed that Pandolfi definitely was supporting the activities of controversial UFO researcher and “Contactee” Joe Firmage. Firmage when approached, eventually offered me a position that would not only afford me the opportunity to document the supposed anti-gravity breakthrough Pandolfi was supporting. But also I’d be in a great position to determine its veracity.”
Soon after Kiviat signed the employment contract with Firmage, Firmage expected Kiviat not only to plan a six month public roll-out of the device which Firmage was supposedly inventing, leading to a live demonstration; but Kiviat was also expected to develop and sell the network television series that would tell the Joe Firmage anti-gravity story, and also the story of the Aviary UFO history as seen through the eyes of Pandolfi. But it gets even better! Pandolfi, through his closest operative, also wanted Kiviat to tell the incredibly bizarre story of how his Pakistani wife allegedly from Kashmir, purportedly arrived on Earth via a “inter-dimensional portal,” and other tall tales which would be hard for even Hollywood to make up.
“Presentations made by me to executives at a major TV network, involving both the entertainment and news divisions, did lead to some interest,” Kiviat revealed. “But the outrageous nature of the claims being made eventually were too much to build around, especially since Pandolfi was not willing to state his claims publicly.”
Kiviat not only found evidence of Pandolfi exaggerating what would be the alleged “government’s interests” in Firmage’s anti-gravity company called InterNASA, he’s got formal court documents now set to be filed against Firmage, Pandolfi and ostensibly the company’s most visible financier, former Congressman Daniel Marriott. Marriott had been feigning that he would put in over “seven figures” [to use his words] to not only cover salaries like Kiviat’s, which were now in arrears, but also threatened to never do so if Firmage were to get investment capital elsewhere. Part of Kiviat’s suit seems to suggest that Marriott, who paid Kiviat $5,000 in the middle of 2018 to provide some token compensation which totaled a mere fraction of what Kiviat is owed, after enduring this for nearly a year essentially the term of the contract, Kiviat finally contacted his lawyer in December, 2017. The case is about to go to court unless a settlement is reached.
Once this happens shortly, the legal right to discovery and cross examination gets underway. There is no credible way, under oath or penalty of perjury, that Pandolfi and any government agencies he currently is connected to, can “defend” their decades long antics.
Kiviat emphasized that, “Not only am I seeking to be paid what I am owed legally by contract for my hard work and efforts, but the suit has the added value of exposing the way the intelligence agencies have seemingly manipulated the UFO community and overall, the general public.”
IG Complaint
Unquestionably, there are a lot more secrets left to reveal to the public. If Harry Reid is correct, there is “scientific evidence” now for the existence of aliens visiting us. To try to determine the truth concerning what has really happened, this writer has now filed a series of formal complaints with the Inspector Generals and other oversight entities, including at the CIA and Pentagon. The time has come to end the “Aviary” through exposing it, and the vast amount of disinfo that surrounds it. While “the truth” is out there, it’s not what you think.
UPDATE: Since the original publication of this article on January 12, 2018, just four days later, on January 16th the public finally learned the titles and authors of these purported “scientific papers.” This list of documents was provided to various members of the U.S. Government more than a year ago.
The investigation continues…
